Residence permit and permanent residence for financially independents In Portugal
Portugal is one of the most loved places for wealthy foreign nationals of non-EU countries. In order to be able to legally stay in Portugal for more than 90 days, you must obtain a residence permit followed by obtaining non-permanent resident status (RNH).

Before applying for a residence permit at the SEF (Department of Migration and Border Control) – Servico de estrangeiros e fronteiras, a foreign citizen must:
- In the country of residence, apply to the Embassy of Portugal and obtain a special residence visa (visa D7 – visa for persons who have passive income to provide for themselves and their families);
- Open an account on the territory of Portugal, in order to deposit funds and confirm the existence of costs for living;
- In the country of residence, legalize (apostille/consular legalization) all necessary documents that will confirm the presence of passive stable income and no criminal record.
In Portugal, an application for a permit is submitted in 2 ways:
- Preliminary online application (via the SAP portal);
- In paper form through the office/branch of SEF (Department of Migration and Border Control) – Servico de estrangeiros e fronteiras.
Once your application is approved, you must be interviewed at the SEF office/branch
The list of required documents for obtaining a permit for financially independents:
- Document certifying the identity of the applicant;
- 2 color photographs (in case of application at the SEF office);
- Documents confirming the availability of costs for living;
- Valid visa type D7;
- Documents confirming the lease or ownership of real estate for living in Portugal;
- A document confirming registration with the tax authorities and social insurance bodies;
- Permission from SEF to verify a criminal record;
- Сertificate of no criminal record in the country of origin;
- Documents confirming passive income, sufficient to obtain a residence permit and documents that guarantee the receipt of this income in the future.
A residence permit is issued for 1 year. After the expiration of 1 year of the permit, it can be extended for 2 years, with the possibility of extension for another 2 years after that.
The permit may be refused if the applicant:
- Submitted knowingly false information;
- Has a criminal record for a crime for which he is sentenced toimprisonment for more than 1 year;
- The applicant has a ban on entering the territory of Portugal after his previous expulsion;
- There are prohibitions in the SEF database or in the Schengen Information System;
- Other grounds, according to the current legislation of Portugal.
