In Portugal, the application for permit is submitted in 2 ways

  • Preliminary online application submission (via the SAPA portal);
  • In paper form through the office/branch of the SEF (Department of Migration and Border Control) - Servico de estrangerios e fronteiras.

Once your application has been accepted, you will have to undergo an interview at the SEF office/branch.

 

The list of necessary documents for applying for a permit for highly qualified activities

  • A document certifying the identity of the applicant;
  • 2 color photos (if applying at the SEF office);

  • A valid D4 or D5 visa;
  • Valid medical policy;
  • Documents confirming the lease or ownership of real estate for residence;
  • Authorization from SEF for a criminal record check;
  • Certificate of criminal record in the country of origin/registration;
  • Documents confirming the availability of sufficient means for living, in a sufficient amount to obtain a residence permit, as well as a guarantee of their further receipt;
  • Documents confirming education in the educational institution;
  • Declaration of the educational institution, which confirms payment for education;
  • Documents confirming admission to a higher education institution under the EU mobility program - for students who received a D5 visa;
  • A contract for the provision of services, an employment contract, a research scholarship - for scientific researchers;
  • The contract for education concluded between a professional educational institution and an educational body - for internship;
  • Documents that confirm that the volunteer has entered into an agreement with the host volunteer organization, which describes the content, duration of the volunteer program, guarantees covering the costs of food and accommodation, the amount of payments - for volunteers;
  • Documents confirming that the host volunteer organization has taken out civil liability insurance for volunteers.

A residence permit is issued for 1 year. After 1 year of the permit has expired, it can be extended for 2 years, with the possibility of extension for another 2 years after that.

 

The permit may be refused if the applicant:

  • Submitted knowingly false information;
  • Has a criminal record for a crime punishable by imprisonment for a term of more than 1 year;
  • The applicant is prohibited from entering the territory of Portugal after his previous expulsion;
  • Existing prohibitions in the SEF database or in the Schengen Information System;
  • Other grounds that do not provide an opportunity to obtain a residence permit.
